Performance Indicator Five uses the consolidated tax burden of the provincial and local governments. The lower the tax burden the better the rank.

BC posted the sixth lowest consolidated provincial and local government tax burden in Canada at $6,600 in 2007/08. From 1998/99 onward, BC experienced a 36.6 percent increase in this tax burden, the third-smallest in the country.

From 1998/99 to 2007/08, BC saw the per capita consolidated provincial and local government tax burden rise by $1,767. In comparison, Alberta recorded an increase of $2,629 and Ontario posted an increase of $1,938.

Why It's Important
This indicator is a summary measure of the "total" provincial and local tax burden, and along with other factors such as the regulatory burden, infrastructure quality, and access to quality health care and education, can help to determine business location and investment decisions. This indicator represents the combined tax burden from local and provincial sources, expressed on a per person basis.
